On May 15, 1996, the Research and Special Programs
Administration (RSPA) of the Department of Transportation initiated
a program for issuing tickets for certain hazardous materials
transportation violations. These tickets are generally issued
for specific violations that have little direct impact on safety.
The program has been such a success for RSPA
that they have decided to make ticketing a permanent part of their
compliance program.
Does your company have $1,200 available to

RSPA for shipping violations in 1997 to a grand total of $175,765.
These tickets were written for noncompliance to the Department
of Transportation Code of Federal Regulations. Amazingly, over
60% of these violations involved failure to train staff,
failure to maintain training records or both. These fines are
minor compared the dollar figures that might be involved should
